2011 Mid-Term Report of Philippine Chapter

· The Philippine Chapter has designated one of its members to develop guidelines and procedures in conducting the evaluation of IAWRT production series. Several levels or review will be conducted and results will be consolidated and submitted to the IAWRT International as the Chapter’s contribution to the Biennial Conference in November 2011.

· Two program directions are being worked out by the Chapter, one is on building capacities of its members and the other one is on how chapter would be able to help other groups, particularly women in media.

Conducted a meeting to announce the call for scholarship and production and support to the forthcoming Advocacy Workshop and Regional Meeting in Asia that will be hosted in Manila
Significant participation of the Philippine Chapter members to the 33rd IAWRT Biennial Conference: Elizabeth chaired the session on showcasing the IAWRT production series while Tatie and Janet respectively served as one of the radio jurors and Janet as panelist
Co-organized the CSW 2010 Side Event, "Mapping Women's Empowerment through Targeted Media"
Participated the "Forum on Media Ethics and the State of Philippine Journalism" in south of Metro Manila, organized by Quezon Tri-Media Group. Elizabeth was given time to talk about IAWRT and possible collaboration with the local media group.

IAWRT Philippines Showcasing the Magna Carta of Women

MANIILA, Philippines—The IAWRT Philippines Chapter had a great opportunity of showcasing the Magna Carta of Women, a landmark law for women ever legislated in the Philippines to thirteen (13) other IAWRT Member countries during its Regional Meeting in Asia held last 30th of August 2010 at Shangri-La Plaza, Mandaluyong City, Philippines.

The Magna Carta of Women is a comprehensive women's human rights law that seeks to eliminate discrimination against women by recognizing and protecting women’s rights at home, at work and in all spheres of society. Among its salient features are increasing the number of women personnel in the government until half of the third level positions; setting-up of the violence against women’s desk in every barangay (village); providing incentives to local government units which would have women’s agenda; and prohibiting of the derogatory portrayal of women in media and film.

It took over a decade of struggle for women groups in the Philippines to finally get the Magna Carta of Women (Republic Act 9710) enacted. Congresswoman Josefina Joson, the principal author of the law delivered her keynote address by highlighting the process and struggles they went through in the legislative body. Discussions became more exhilarating when Rep. Joson was later joined in the panel by Ms. Emmeline Versoza, Executive Director of the Philippine Commission on Women, Ms. Irene Santiago, Chairperson and CEO of the Mindanao Commission on Women, Ms. Grace Padaca, former governor of Isabela and Ms. Aurora De Dios, Convenor of the CEDAW Watch. The panelists shared the idea that Magna Carta of Women is really a milestone for women in the Philippines as it sees a wider lens of looking at the needs and welfare of every Filipina. The greater challenge now is its full implementation and making sure that it benefits its own target beneficiaries.

This concern was tackled in succeeding sessions on what media (and new media) groups including the academe and women NGOs can do to make this law work and become more meaningful for the Filipino women while the rest of the world are still busy advocating for a similar law to be legislated in their respective countries.

Chapter Report 2007

In 2007, two more members were added. The group continued to discuss the formation of the chapter and decided to apply for SEC (Securities and Exchange Commission) registration. The members were encouraged to continue the process when it was given an approval by the IAWRT Board during its Biennial Conference in October 2007. In December 2007, five members agreed to form the core group that will serve as the Chapter's officers and facilitate the SEC registration.

In the January 2008 meeting, members focused on organizational strengthening: drafted a criteria for membership, paid their membership dues, and proposed activities for 2008 and 2009 including a regular monthly meeting. On 8 January 2008, IAWRT Philippines' Elizabeth Roxas and Marlea Muñez were invited as presenters to the Conference on Education for Sustainable Development at Environmental Science Institute (ESI), Miriam College. Other activities for 2008-2009 include:

Continuing Education of members such as screening of film, radio and tv programs to develop critical analysis using women's perspective, sharing of experiences and skills
Bid to host the 2009 IAWRT International Conference
Bid to manage (and all related and required work) the IAWRT website

On 28 November 2006, one of the consensus among participants of the “Multilogue of Women in Peace, Governance, and Media”, an activity funded by IAWRT International as part of its Strengthening the South Programme, is the affirmation of the role of media in the promotion of peace and challenging the Philippine government to exercise accountability and good governance. Participants also recognized the obstacles that hinder media to do its role as an effective agent of social change, particularly in bringing about positive changes in women’s lives.

Women in media lamented that one reason for the inability of media to effect positive changes for women is the lack of support in covering women’s issues and concerns. It is in this context that the need for women in media to organize and to support one another came about.

Eleven (11) women participants to the Multilogue took another step by responding to the invitation of IAWRT Board Member and Environmental Broadcast Circle (EBC) Executive Director, Elizabeth Roxas, to form an IAWRT chapter in the Philippines.
